Rhea Harris

President

Rhea L Harris serves as the Assistant Secretary for Programs and Services for the Department of Public Safety and Correctional Services. She is currently on assignment with the Maryland State Police for Colonel Pallozzi, assisting in Diversity and Recruitment.

Michael W. Freeburger, Jr.

Treasurer

Michael is currently the Vice President of External Financial Reporting at Revere Bank, and he has over ten total years of corporate accounting experience.  Michael is an active CPA in the State of Maryland, received an MBA in Finance from the University of Baltimore and has an undergraduate degree in Financial Economics from UMBC.  Michael also served eight years in Marylands Army National Guard and reached the rank of sergeant.

Luis Valdivieso

Secretary

For over 16 years Luis Valdivieso has amassed extensive experience working with IT companies, in a wide variety of roles. In his current role as CEO of Epiphany Consulting LLC, he partners with companies to understand and capitalize on the business development, operations and sales processes necessary to be a successful IT organization in the state of Maryland. This includes identifying targets, creating a procurement matrix, conducting phone call and email campaigns, and scheduling meetings with executives. Further, he has been instrumental in helping organizations with proposal management and resource recruitment. A strong relationship builder, he excels in networking, and enjoys managing relationships with key stakeholders across industries and all level of a company.

Bob Bathurst

Gregory “Scott” Lang

Scott Lang is a Senior Vice President with KCI Technologies. KCI is a 1200 person multi-discipline civil and infrastructure engineering firm and Scott leads the firm’s Construction Management Discipline, which provides owner’s representative and at-risk construction services on projects in 15 states from Texas to Pennsylvania. Prior to joining KCI, Scott retired from the US Navy in 1998 after a career as a Civil Engineer and Navy diver.

Michael Marcus

Michael has over 30 years of experience as a grantmaker, manager, organizer, trainer and facilitator working with organizations, government agencies, universities and foundations in the fields of aging, disability, homelessness, food security, housing, child welfare, and poverty. The principles of Asset-Based Community Development guide his work. His goal is to enhance the efforts of communities to ensure that all residents live lives of meaning, safety, and comfort. His mission is to help people recognize that all individuals are assets to their communities.

Edward McWilliams

Edward is a senior credit analyst and underwriter for SECU’s Commercial Lending department. His daily work includes making risk-based loan decisions, and data analysis for reporting and regulatory compliance. Ed is a life-long resident of Maryland, holding a B.S. in Business Administration, Finance from Towson University. Ed’s interest in the Center comes from his interest in the environment, having achieved the rank of Eagle Scout as a teenager, backpacked and fished throughout Maryland and the Mid-Atlantic region, and earned a minor in geology while studying at Towson.

Kimberly Min

Kimberly is a Partner at Whiteford, Taylor & Preston, LLP. Co-Chair of the firm’s real estate group, her practice focuses on representing clients in public finance transactions and in all facets of institutional and entrepreneurial real estate transactions, including, acquisition, development, financing, management, leasing and disposition. She specializes in public/private partnerships and complex financing and tax credit structures. She represents both national and local owners and tenants in retail and other commercial leasing.

Scott Osborn

Jason Overgard

Jason has been a Software Engineer for SCADA Systems in the in the Electrical Utilities field for more than 25 years.  He started at a software vendor called OSI and then has worked for PG&E, Constellation and is now a Principal Quantitative Engineer at BGE.  He and his family reside in Ellicott City, MD.

Addison Palmer

Addison is a Regional Manager for STV Incorporated, a 2000-person multidisciplinary architecture and engineering firm.  Addison has managed some of the region’s most complex and high profile redevelopment projects, which include innovative storm water management solutions.  Addison is a registered landscape architect and resides in Baltimore City with his wife and two children.

Catherine Riihimaki, Ph.D.

Catherine has over 20 years of experience working as an environmental scientist on water issues. She is Research Director at 2NDNATURE Software, which creates geospatial tools to help manage stormwater more efficiently and effectively. Prior to her work at 2NDNATURE, Catherine worked in higher education, most recently as Associate Director of Science Education at Princeton University. She also serves as Vice President of her local preK-8th grade school district. Her goal is to engage everyone in improving the environment for today and into the distant future.

Capri St. Vil

Capri serves as the Director of Equity, Diversity and Inclusion at The Corps Network. Her focus has been on increasing exposure as well as opportunities in the environmental and conservation field for young adults of color. She has looked to deepen The Corps Network and the Corps understanding around institutional and structural racism and how it plays out in the work that we do.

Alan H. Vicory, Jr. P.E., BCEE

Principal with Stantec Consulting specializing in watersheds and river basin management. Prior to joining Stantec served as longstanding Executive Director and Chief Engineer of the Ohio River Valley Water Sanitation Commission (ORSANCO).
