Technical Assistance for Local Governments and Non-Profits
CWP provides technical assistance to communities to help identify feasible locations for water quality improvement projects, procure funds for the design and installation of these projects, and manage project delivery. We currently offer free assistance though the following programs. CWP also provides customized assistance though our fee-for-service model and can help communities identify and apply for grants to cover CWP’s fees. Southcentral Pennsylvania Circuit Rider
Through grant funding from the Keith Campbell Foundation, CWP provides technical resources to local governments and nonprofits, with a focus on collaboratives, in the form of a “circuit rider” to advance watershed protection and restoration through the Chesapeake Bay, with a geographic focus on Southcentral PA (Lancaster and York counties). Technical assistance revolves around building capacity to implement water quality improvement projects in both the agricultural and urban sectors. This program has been active since 2018.

Envision the Choptank Technical Assistance Circuit Rider
Through the Envision the Choptank Program, CWP works with nine local governments in the Choptank watershed to identify and assess potential water quality projects, procure funds for the design and installation of restoration practices, and manage project delivery to accelerate implementation rates. This program is managed by the Chesapeake Bay Foundation and funded by a Chesapeake Bay Trust Regional Capacity Building Initiative grant and a Maryland 319 Grant. The goal is to provide technical resources to communities that are understaffed and do not have the technical expertise to accomplish projects that improve water quality and address community needs, such as flooding and impacts from climate change.

State Revolving Fund Assistance
CWP also provides assistance to local governments with preparing successful funding applications to SRF programs, to obtain the external funding needed to implement capital projects for stormwater, water, and/or sewer system improvements. CWP also assists with administering funding after award. This assistance can be written into the SRF application and funded through the grant/loan.

Delaware River Basin Technical Assistance Field Liaison
Over the past several years, CWP has served as a Field Liaison for the National Fish and Wildlife Foundation (NFWF) providing field support and on-call technical assistance throughout the Delaware River Watershed. CWP’s assistance focused primarily on helping applicants and grantees of NFWF’s Delaware River Restoration Fund grant programs with stormwater management related projects. At the same time, with funding from the William Penn Foundation, CWP provided technical assistance to increase stormwater technical knowledge and regulatory understanding of the organizations working within the eight watershed “clusters” of the Delaware River Watershed Initiative. While free technical assistance is not currently available through these programs, it may be in the near future so check back here for updates.
